Yes. The flash-crash occurred because of a (reverse) insta-spike on the oracle price. If you looked at the charts at that time, it occurred several times. The first time (or perhaps the first two times) caused unfair liquidations, but after that, anchor had installed protective measures for its borrowers.
The long-term measures are in place and are working swimmingly.

This might be a true test of decentralization 
You have to remember, the guys voting for this are voting to pay out of their own pocketbook via a likely hit on the ANC price.
Given that the 240 borrowers (I would personally call them high risk takers) were pushing it to the extremes, I can see why people are reluctant.
I would suggest people do complain and hopefully this can finally be settled.
